i have had three apartments and every time the same noise problem - its either someone who lives below me or above me. the first neighbour listened to 90s disco every weekrnd and sometimes left the apartment without tuning off the music. i faced him once and after that he followed me to my apartemnt door. i locked it, he started to say, com on let me in we can talk about it blablabla, i said - crazy -i am not gonna let you in, then he started hitting my door and scream. eventually he tired or something and left. i moved obviously.
the second neighour lived under my apartment and he watched action movies extremely loud so i took my dumbbell and hit it against the floor until he turned it down.
the third neighbour listens russian news and disco from 80s so loud as if theirs no ceiling between our apartments. I talked to him he promised to turn it down, my boyfriend talked to him, he promised the same thing. I can still hear the music. the funny thing is that when we rented the apartment we aslo asked if its a nice calm building. the answer was obviously - yes.
and all the apartments have been in nice neighbourhoods and buildings, but there is always one idiot who just does not care about others.

I rented an apartment on Kunderi street (across the Reval Park Casino) and it was never noisy there. I guess the walls were very thick because one time the neighbour rang the doorbell and asked (wow) if his music disturbs us, but we even didn't heard any of his music.

Sick bad beats... Though, if quietness is so important for you maybe you should look for new apartments in centre, not old Old Town apartments w/ crappy old thin walls?

I would recommend Kadrorg If you're trying to find a peaceful place, everything near the Kadrioru park area is really good and should fit into your price range. It's about 10-15min walk to the centre but the overall conditions are much better imo.
Try streets like Weizenbergi, Poska, Köleri, Koidula - best choises by far. Only street to avoid in Kadriorg is Liivaoja.

sorry if i did'nt cleryfy myself in the first place but what i ment was that, when the owner wants to take your deposit then he'll find the reason annyways. I personally haven't had an experience, but couple of my m8 had, even in australia.
I don't wanna be optimistic, but clearly if the owner sees, that you are some way easy to take advantage of(at this point foreign), then some of them will.

It doesn't matter what they want.
If they are trying to hustle and can't be bothered/don't want to argue or something find some Estonian, even from this forum for example for the fraction of deposit fee who is willing to argue with/for you.
Imo there is a law that if you don't sign the lease ending contract and give up keys he is not allowed to go into your rented apartment even if he got spare keys and if he does you can call cops on him for breaking in even when you are not paying him rent money for months... There are some law students in this forum who can probably answer this.
If he is f*cking you with security deposit, f*ck him with not moving out. There is possibility you can get into minor trouble for it, but worst case is that you have to just pay some fee which I guess is super-low chance, most likely is he will give your security deposit back if you won't give up easily.
I heard in US some high-stakes players wrote they had problems w/ getting security deposit back and it would be pain in the ass to fight for it, just easier to give up, but I assume it's much easier in Estonia to not get f*cked with it.
Also, can you report in somewhere when owner is not paying taxes? We threatened a douchebag who hustled us w/ security deposit when I was 19 and first moved to Tallinn and didn't know shit but didn't proceed with it, but is it possible and can owner get in trouble?

bass doesnt mainly come through walls.. bass comes through windows. since glass has no resistance to audiowaves and bass has long waves that come through the windows.. so .. isolate your windows :D

What is Your landlords 1st name? If it's Vladislav, Gennadij, Julia, Viktor, Natasha, Elena etc, then You have about 10% chance of getting money back.
If it's Kristel, Toomas, Tarvo, Andres, Kristi, Kusti etc, then it's around 90%

Its most important to make sure you understand the contract. Many of such rental contracts have a clause, where they state that if the person renting wants to terminate the contract in less than 6 months after signing, the owner isn´t obligated to return the backup fee.
